Heat oven to 400°F. Place two baking sheets in oven; heat 10 minutes.
Meanwhile, in saucepan, combine first 10 ingredients; bring to a boil over medium heat, stirring occasionally. Reduce heat; simmer, stirring occasionally, 8 minutes or until potato is tender. Cool.
Place colander over bowl; place SPAM® mixture in colander to drain. Discard liquid. Finely chop SPAM® mixture with knife or pulse twice in food processor until finely chopped.
In bowl, whisk together cornstarch and cold water.
Working with 1 wonton wrapper at a time, spoon 1 tablespoon SPAM® mixture into center of each wrapper. (Cover remaining wrappers with damp towel to keep them moist.) Moisten edges of wrappers with cornstarch mixture. Bring opposite corners together; pinch points to seal, forming triangles.
Remove baking sheets from oven; coat with cooking spray. Arrange filled wonton wrappers in single layer on baking sheets; coat wonton wrappers with cooking spray. Bake, turning once, 8 minutes or until golden brown. Garnish with cilantro.
